Leecia helps leaders move forward on high-stakes, highly visible initiatives—especially where public policy, infrastructure, and community impact converge. She brings a steady, strategic approach to issues management and stakeholder engagement, helping organizations build alignment, anticipate risk, and move complex efforts from intent to execution.

Before joining Strategy Muse, Leecia spent more than 30 years operating at the highest levels of government and industry. She served as a senior executive at Verizon, where she led public policy, regulatory affairs, and accelerated the deployment of 5G infrastructure across the New York–New Jersey region. Prior to that, she held senior leadership roles in New York State government, including Deputy Secretary for Economic Development and General Counsel of Empire State Development, overseeing multi-billion-dollar public-private investments. Earlier in her career, she advised national leaders including Senators Joe Biden and Hillary Rodham Clinton during pivotal moments, including the post-9/11 period.

At Strategy Muse, she partners with clients on complex, multi-stakeholder initiatives—from workforce development to energy infrastructure—helping organizations move forward where progress depends on alignment, trust, and follow-through. She currently serves on the boards of the Port Authority of New York and New Jersey and Central Hudson Gas and Electric and as chair of the board of Roswell Park Comprehensive Cancer Center. She is known for bringing strategic insights, clarity and calm when the stakes are high and the path forward is anything but simple.

Leecia loves experiencing the beauty and people of the world and of our great country. She’ll be exploring her seventh continent– Australia–soon and is just four states shy of visiting all fifty states. (North Dakota, Nebraska, New Mexico, and Hawaii are on her bucket list!) Her recent journey across Southeast Asia by land and sea was yet another reminder of the universality of the human spirit. Even with our differences, we all have the same hopes for our families and communities. Her travels have underscored her belief as part of her work for clients that even in the most challenging of circumstances, common ground can be found.
